But increasingly, the first place these ideas get tested is not a metropolis. It's a mid-size city, the kind with one deputy mayor overseeing digital transformation, a handful of departments, and a council that can decide in weeks what a metropolitan bureaucracy might debate for a year.

That shift is becoming one of the more concrete storylines in French urban innovation, and it explains why a growing share of founders, corporate innovation teams, and local officials are converging around a simple question: why test in a mid-size city at all?

The case for smaller stages

The answer starts with agility. A city of 60,000 people has fewer stakeholders to align before a pilot can launch, often a technical director, a mobility or environment lead, and an elected official willing to sign off. That shorter chain doesn't guarantee speed, but it removes several of the approval layers that slow deployment in larger urban centers, where a single street redesign can touch multiple boroughs, transit operators, and competing political mandates.

Mid-size cities generally sit outside that frame, which is part of why they can move differently: fewer competing constituencies, a more direct line between decision and implementation, and, often, a genuine appetite to be first, not last, in adopting something new.

And for the person weighing whether any of this is worth pursuing, the founder still deciding if urban tech is a legitimate, fundable category rather than a niche interest, the mid-size city angle offers a kind of reassurance. It doesn't require solving Paris-scale problems to be taken seriously. It requires solving a real problem, for a real place, at a scale where the results are actually visible.

None of this amounts to a guarantee. Municipal budgets remain constrained regardless of city size, procurement cycles still take time, and a successful pilot in one city doesn't automatically translate elsewhere.
